Jobsplus has become an indispensable force in shaping Malta's employment ecosystem, intertwining innovation and effectiveness in its strategies. At the heart of its success lies the highest employment rate the Maltese labour market has ever achieved, , recording a significant milestone in Maltese & EU history. This achievement was underpinned by various active labour market measure that Jobsplus designed and delivered, such as the Free Childcare Scheme, Training for Employment, Access to Employment (A2E), and Training Pays.
Building on this momentum, Jobsplus has also fine-tuned the Youth Guarantee Scheme. Just last year, it revamped service delivery and widened its net to include a greater number of young people who are neither in education or employment (NEETs). Parallelly, the VASTE Programme has been a lifeline for persons with disabilities, offering them not just employment but also support to keep those jobs.
The organisation is not just focusing on the present but is investing in future-proofing the labour market. A robust research initiative targeting inactive youth is currently underway, promising to inform more tailored training programs.
Jobsplus is set to manage the winding-up of the remaining 2014-2020 ESF-funded schemes while simultaneously working on new initiatives within the ESF+ framework. Founded in August 1990 as the Employment and Training Corporation (ETC), Jobsplus has a rich history that mirrors the development and changes of Malta's labor market.
In its formative years, ETC was primarily focused on registering job seekers, providing career guidance, and referring individuals to employment opportunities. ETC's training function initially centered on offering training courses and managing apprenticeship schemes.
As Malta prepared for its accession to the European Union, ETC played an active role in areas under its legal purview. This period saw a boost in the corporation's financial resources, largely thanks to the European Social Fund. ETC expanded its employment and training services and began contributing to the development of employment policies both locally and within the EU.
Over the years, ETC introduced and improved upon various active labour market measures. These initiatives were targeted at specific groups, such as disadvantaged and disabled persons, to maximize their effectiveness. Cooperation agreements were also established with several NGOs to provide specialised services.
In June 2016, ETC was rebranded as Jobsplus. This was not just a change in name, but a part of a wider branding strategy aimed at positioning Jobsplus as an innovative and dynamic organisation. The new identity aligned with the modern labour market needs of employers, jobseekers, and employees. Legal amendments to the Employment and Training Services Act were introduced, reflecting the shift in focus from merely decreasing unemployment to actively increasing employment.
In the years following the rebranding, Jobsplus has continued to innovate and adapt through its enhanced strategic direction, launching a new website with advanced job-matching features and focusing on the continuous development of staff skills. The organisation remains a key contributor to national employment and training policies, fulfilling its commitment to provide value for money through effective services.
